911 under 5 minutes: PNP breaks records with revamped emergency response program

MANILA, Philippines – Responding to emergencies faster than ever, the Philippine National Police (PNP) has reported record-breaking response times of three to five minutes under the Department of Interior and Local Government’s (DILG) Revitalized 911 Program.

Improved response nationwide
According to Police Brigadier General Warren Gaspar A. Tolito, over 90% of emergency calls are now handled within the promised response time. These calls include incidents such as vehicular accidents, domestic violence, and even life-saving rescues. Tolito cited dramatic examples, including preventing a suicide in Quezon City and saving an abandoned newborn in Laguna.

While areas with dense traffic, such as Metro Manila, sometimes experience minor delays, regions like Quezon City and Zamboanga City have been praised for their efficiency. Technology from NGA 911 Philippines is credited for streamlining operations, allowing responders to reach international standards of emergency care.

System that rivals global benchmarks

Robert Llaguno, country head of NGA 911 Philippines, explained that calls are picked up in less than a minute, and dispatch occurs within 40 to 50 seconds. “PNP’s statistics are comparable, if not better, than those in the United States,” Llaguno added.

The initiative follows a directive by President Ferdinand Marcos Jr., aiming to bring the Philippines on par with global standards. “We have accepted the challenge,” Tolito emphasized, noting that even regional directors have begun simulation drills to maintain their readiness.

Empowering responders

The PNP’s improved capabilities have boosted morale among officers, with Tolito highlighting the “joy of helping kababayans on the ground who truly need assistance.”

The Revitalized 911 Program is powered by NGA 911’s next-generation technology, in collaboration with PLDT’s network infrastructure. The DILG’s E911 National Office recently formalized its partnership with NGA 911 through a memorandum of understanding.

With these advancements, the Philippines is set to become a regional model for emergency response efficiency.
