The rate for 2026: a flat 5 percent

The Philippine Health Insurance Corporation, or PhilHealth, sets its premium at 5 percent of your monthly basic salary for 2026. Unlike income tax, which climbs through brackets, PhilHealth applies a single percentage to your pay, making it easy to check.

5% of your monthly salary, nothing more, nothing less, with one floor and one ceiling to keep it fair.

That flat rate is the entire contribution rule, and it is why PhilHealth is the easiest of the government contributions to compute on your own.

The floor and ceiling that cap it

Two limits matter. The contribution is computed on a monthly salary that sits between a floor of 10,000 pesos and a ceiling of 100,000 pesos. What that means in practice: if you earn under 10,000 pesos a month, you are treated as though you earn 10,000, so your contribution is 500 pesos. If you earn 100,000 pesos or more, you are treated as though you earn exactly 100,000, so your contribution is 5,000 pesos and no higher. Everyone between those two points simply pays 5 percent of their actual salary.

Who pays, and how it splits

For regular employees, the employer shoulders half of the premium and the employee pays the other half, both deducted and remitted by the company. For self-employed, voluntary, and other members, the full 5 percent is paid by the member. That split is the standard model under the Universal Health Care framework that PhilHealth administers.
