MANILA, Philippines (Aug 2026) — Sophisticated financial fraud is threatening the massive pool of money moving through local banks, prompting a major digital defense upgrade.
The Cybercrime Investigation and Coordinating Center partnered with CIBI Information Inc. to establish a public-private intelligence-sharing system designed to stop scammers before they can steal from consumers. The two organizations signed a memorandum of understanding to integrate legally shareable public-sector records into a broader fraud detection network.
This digital security upgrade comes at a critical time for Pinoy bank account holders. The Bangko Sentral ng Pilipinas estimates that approximately PHP 15 trillion (approx. $263 billion) in credit flows through the Philippine banking system, making the ecosystem an attractive target for digital syndicates.
Expanding the fight against financial scammers
The new initiative expands the existing Fraud Intelligence Data Sharing Network, a platform originally launched by CIBI and Fintech Alliance.PH. By pulling in public-sector data, the expanded network gives financial institutions deeper insights to track suspicious movements across multiple platforms.
According to CIBI President and CEO Pia Arellano, institutions can no longer fight digital threats in isolation because modern fraud operations move rapidly across different organizations and industries.
The integration of public data aims to give banks and fintech platforms the foresight needed to identify these systemic threats early, protecting the financial accounts of everyday users.
