The enhanced Habagat, fueled by Tropical Depression Luis and Severe Tropical Storm Maymay, has turned large parts of Luzon into a flood zone. Here are the areas currently experiencing the worst conditions and those at risk in the coming days.
The toll so far
The NDRRMC has confirmed eight fatalities across the affected regions as of Sunday evening, August 9. The Office of Civil Defense reported that 182 areas in Luzon are flooded, with many residents forced to flee their homes. The Department of Social Welfare and Development recorded 3,640 families affected in Rizal, Cavite, and Batangas alone.
Metro Manila and nearby provinces
Malacañang has suspended face-to-face classes and in-person government work in NCR and 15 provinces on Monday, August 10. Many malls across the metro have also opened their doors for free overnight parking, charging stations, and shelter. The Habagat week ahead forecast shows sustained heavy rainfall continuing through at least midweek, keeping flood-prone areas in NCR, Cavite, Laguna, Rizal, and Bulacan on high alert.
Northern Luzon: landslides and road closures
In Baguio City, a landslide has left at least seven people missing with five rescued so far, according to the local government unit. Kennon Road remains extremely hazardous after heavy rain triggered mud and rock debris flows in multiple sections along the mountain highway. A separate landslide in Atok, Benguet required a rescue operation for one resident. Travel in Northern Luzon remains disrupted as landslides continue to block major routes.
Cavite and Southern Tagalog
Floodwaters have forced evacuations across multiple towns in Cavite. The DSWD reports that Rizal, Cavite, and Batangas are among the hardest hit, with families in low-lying barangays needing immediate assistance. The Department of Public Works and Highways admitted there is no overnight solution to the flooding problem, warning that the situation could persist as long as the monsoon trough remains active.
Why the rain keeps coming
We previously covered how scientists discovered a massive moisture conveyor belt that sustains these prolonged Habagat episodes. This system, combined with the enhanced effects of Luis and Maymay, is funneling continuous tropical moisture into Luzon. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has maintained heavy rainfall warnings for 11 Luzon areas.

Based on current forecasts, these areas remain under significant flood and landslide risk:
Metro Manila: Malabon, Navotas, Valenzuela, Marikina, Pasig, Taguig, Manila (low-lying barangays)
Central Luzon: Bulacan (Calumpit, Hagonoy, Malolos), Pampanga (Macabebe, Masantol), Bataan (Samal, Orani)
Calabarzon: Cavite (Bacoor, Imus, Kawit, Noveleta), Rizal (Taytay, Cainta, Angono), Laguna (Biñan, San Pedro, Santa Rosa), Batangas (Bauan, San Juan)
Northern Luzon: Benguet (Baguio, Atok, Itogon), La Union (Bacnotan, Balaoan), Ilocos Sur (Candon, Santa Cruz)
