Your lolo or lola could soon get a regular P1,000 a month even if they are not among the poorest seniors, under a bill that would widen who qualifies for the government’s social pension. The proposal aims to turn a benefit that currently reaches only indigent senior citizens into a steady income for far more elderly Filipinos.

What Senate Bill 269 proposes

Senate Bill 269, filed by Sen. Bam Aquino, proposes a P1,000 monthly social pension for senior citizens who are not receiving any pension, or whose existing pension is less than P3,000. It would amend the Expanded Senior Citizens Act of 2010 to broaden the pool of eligible recipients.

Who gets the social pension today

Under the current program, only qualified indigent senior citizens get the P1,000 monthly social pension. The rate itself was raised from P500 under Republic Act No. 11916 and took effect in January 2024. According to the Department of Social Welfare and Development, 4.1 million indigent seniors received the social pension in 2025.

Who qualifies Current program Under SB 269
Indigent seniors (weak, ill, disabled, no income) P1,000 a month P1,000 a month
Seniors with no pension at all Not covered Covered
Seniors whose pension is below P3,000 Not covered Covered

Why a regular pension matters

Aquino argued that growing old makes it harder to earn, since many seniors face physical limits, age-based discrimination, or a lack of jobs suited to their skills. A predictable pension, he said, can cover food, medicine, utilities, and transport while easing the load on younger relatives who support them.

How far along is the bill

Senate Bill 269 was filed on July 8, 2025 and has been pending in committee since August 5, 2025. It is part of Aquino’s “Panukalang Batas para sa Abot-Kayang Pamumuhay” package. He has separately filed Senate Bill 2386, or the National Disability Support Act, which would give qualified persons with disabilities a P2,000 monthly allowance.

What it means for you

If the bill clears the Senate, more Filipino families could count on a steady monthly income for elderly relatives who currently fall through the cracks. For now, this guide to senior citizen pension benefits explains who qualifies under the existing rules, and SSS pensioners get a separate 10% bump this September. The financial vulnerability of Filipino seniors is why advocates keep pushing for a bigger safety net.
