The next time you open ChatGPT, scroll Reddit, or jump into a Roblox game, know this: the European Union has just placed all three under its strictest online rules, the same tier it uses for the biggest platforms on the internet. The decision out of Brussels reshapes how these services handle moderation, minors, and data, and it is a signal for every app Filipinos use daily.

What the EU just did

The European Commission designated ChatGPT as a “Very Large Online Search Engine,” while Reddit and Roblox were labeled “Very Large Online Platforms” under the Digital Services Act (DSA). The trigger is size: any service with more than 45 million average monthly users in the EU, roughly one in ten residents of the bloc, gets the designation.

OpenAI disclosed that ChatGPT’s search averaged about 159 million monthly users in the EU for the six months ending March 2026. Reddit reported 57.2 million and Roblox about 48 million. All three blew past the 45 million bar.

What changes for users

The label carries real obligations. Services now have four months, until the end of November, to comply with the DSA’s strictest duties, including annual systemic risk assessments, independent audits, and sharing data with regulators and vetted researchers. The commission said it will watch them closely for how they handle illegal content, protection of minors, and effects on mental and physical wellbeing, fundamental rights, and electoral processes.

Supervision and the growing list

Oversight will be shared with Ireland’s and the Netherlands’ digital services coordinators, who will work with the commission on ChatGPT, Reddit and Roblox. With these additions, the EU now designates 28 services as very large online platforms or search engines.

The commission’s executive vice-president Henna Virkkunen framed the move plainly: the designations mean the three services are held to a higher standard of scrutiny and accountability in line with their large impact on citizens and society. Reddit, for its part, said it is committed to complying and has been preparing to meet the requirements.

What this means for the Philippines

The rules technically apply only inside the EU, but the changes are unlikely to stay contained. Global platforms rarely run different safety systems per region, so stricter moderation and more transparent data practices often trickle down to Filipino users. It also gives local regulators a template: the Philippines has pushed its own online-safety talks, and ChatGPT’s growth has been accelerating.

For now, the practical effect for Filipinos is subtle but real: expect clearer moderation labels, more data-transparency reports, and tighter controls on what younger users can see, as the biggest apps in the world adjust to Brussels’ rules.
