Cadiz City upgrades digital backbone with PLDT Enterprise to deliver faster, smarter public services


MANILA, Philippines (April 2026) — Cadiz City in Negros Occidental is leveling up its government operations with a stronger, more reliable digital infrastructure.

The City Government of Cadiz has partnered with PLDT Enterprise to build a modern, secure, and scalable ICT network that will help deliver faster and more responsive public services to its residents.

The partnership gives the local government unit a fully redundant IP backbone, always-on internet connectivity, IP-based voice trunking, PBX systems, and Power over Ethernet-enabled VoIP devices. These upgrades will improve coordination across departments, support online transactions, and ensure mission-critical systems stay online around the clock.

Before the partnership, the LGU dealt with fragmented connectivity and limited capacity that affected daily operations and service delivery. The new setup addresses those gaps with built-in redundancy, 24/7 technical support, and tools for monitoring network usage.

Ma. Hazel Amoyan, customer relationship management head for Visayas at PLDT Enterprise, emphasized the importance of reliable connectivity for local governments.

“Reliable connectivity is essential for local governments to deliver efficient and citizen-focused services. By supporting Cadiz City with a modern and resilient digital infrastructure, we are helping strengthen government operations while enabling technology-enabled public service delivery,” Amoyan said.

Hon. Salvador Escalante Jr., mayor of Cadiz City, highlighted that technology should ultimately improve how government serves its people.

“For us, technology is not about systems — it’s about service. This partnership helps our people experience government that works more smoothly, responds faster, and is better equipped to meet everyday needs,” Escalante said.

The upgrades align with the city’s digital transformation goals and support mandates under the Ease of Doing Business Act (Republic Act No. 11032). They also prepare Cadiz for long-term smart governance and operational resilience.
