
MANILA, Philippines (May 2026) — The brownouts that swept parts of Luzon recently weren’t just bad timing. According to researchers at the Philippine Institute for Development Studies, they exposed a structural problem that’s been building for years.
The Philippine Institute for Development Studies, or PIDS, released a policy note this week arguing that the country’s power transmission infrastructure needs a fundamental overhaul. The immediate trigger was the tripping of major transmission lines, which triggered rotational brownouts across Luzon. But PIDS says the vulnerability has been there all along — the grid was simply never modernized to keep pace with growing demand, weather extremes, and an increasingly distributed energy mix.
The think tank is calling for targeted investment in grid infrastructure, faster permitting for upgrades, and a more proactive approach to managing transmission risks before they cascade into outages that affect millions of households and businesses.
For most Pinoys, the message is simple: the brownouts weren’t a one-off. Without real grid upgrades, they’ll happen again.
