What Senate Bill 269 proposes
Senate Bill 269, filed by Sen. Bam Aquino, proposes a P1,000 monthly social pension for senior citizens who are not receiving any pension, or whose existing pension is less than P3,000. It would amend the Expanded Senior Citizens Act of 2010 to broaden the pool of eligible recipients.
Who gets the social pension today
Under the current program, only qualified indigent senior citizens get the P1,000 monthly social pension. The rate itself was raised from P500 under Republic Act No. 11916 and took effect in January 2024. According to the Department of Social Welfare and Development, 4.1 million indigent seniors received the social pension in 2025.

How far along is the bill
Senate Bill 269 was filed on July 8, 2025 and has been pending in committee since August 5, 2025. It is part of Aquino’s “Panukalang Batas para sa Abot-Kayang Pamumuhay” package. He has separately filed Senate Bill 2386, or the National Disability Support Act, which would give qualified persons with disabilities a P2,000 monthly allowance.
