Another wet day is coming. With the Southwest Monsoon, or Habagat, still drenching much of Luzon, a growing number of local governments have already called off face-to-face classes for Friday, August 28, 2026.
Metro Manila: eight cities skip in-person classes
Eight local governments in the capital region have suspended classes for August 28, according to GMA News. In Manila, Mayor Isko Moreno ordered the suspension of classes at all levels in both public and private schools.

Outside Metro Manila: Bataan to Pampanga
The class cancellations extend well beyond the capital, covering parts of Central Luzon and the Cordillera. GMA’s running list includes:
- Bataan – pre-school to Grade 12 and ALS; schools to decide on online classes
- Benguet – Kibungan (pre-school to senior high school), Atok (pre-school to elementary)
- Pangasinan – Aguilar, Binmaley, Bugallon, Infanta and Lingayen, all with no face-to-face classes
- Pampanga – Angeles City, San Fernando City, Santo Tomas, Minalin, Mexico and Macabebe, plus San Simon except Concepcion Integrated School
Why classes are off
Every announcement points to the same culprit: Habagat rains. The Southwest Monsoon has kept swathes of Luzon waterlogged for days, and Philstar reported that PAGASA expects several parts of Luzon to see heavy rain again on August 28. ABS-CBN likewise flagged the suspensions as coming amid Habagat rains, with Inquirer tracking the same face-to-face cancellations.

These lists are live and can change, so check back with your local government before heading out. The weather picture is not letting up: PAGASA’s outlook still calls for more tropical cyclones before the year ends, on top of Thursday’s roundup of class suspensions and the wider Habagat-driven closures earlier in the week.
