PASIG, Philippines (Sep 2026) – Grassroots democracy is alive and thriving on an island better known for world-class surfing, showing how community involvement can reshape local public administration. The Local Government Unit of Del Carmen in Siargao Island, Surigao del Norte was officially recognized as a regional benchmark for participatory leadership at the 2026 Freedom Flame Awards held at the Decagon Events Place in Pasig City.
Organized by the Friedrich Naumann Foundation for Freedom (FNF) Philippines under the theme “Kalayaan Noon, Ngayon at Bukas: 40 Years of Freedom in Action,” the annual awards honor institutions that defend human dignity and expand civic space. Led by Mayor Alfredo “JR” Coro II, Del Carmen stood out for giving residents a direct voice in municipal decisions.
Bringing citizens to the decision table
According to the FNF Philippines citation presented by Edson Alijo of the Commission on Human Rights Caraga Region, opening more spaces for public participation proves that democracy is about ensuring every voice helps shape crucial decisions, not just electing representatives.
By bringing local residents directly into civic planning, Del Carmen provides a clear model for other Pinoy municipalities looking to build trust and community resilience.
Lighting the path for other towns
Del Carmen was honored alongside other prominent civic defenders, including Angat Buhay, CHR Philippines, the Council of Asian Liberals and Democrats, and the Kaya Natin! Movement for Good Governance and Ethical Leadership.
Keynote speaker and former Rep. Lorenzo “Erin” Tañada III reminded attendees that democratic spaces require constant care. He noted that sharing democratic values is like lighting one candle with another: the light expands without losing anything from the first.
As FNF Philippines enters its fifth decade in the country, the organization is focusing on partnerships with local government units to build open and accountable governance. For Del Carmen, the Freedom Flame Award highlights how true civic freedom flourishes when everyday citizens actively participate in their town’s future.
