The government just removed one of the biggest barriers to putting solar panels on your roof: the paperwork. The Department of Energy issued a circular that strips away pre-installation clearances, technical permits, and inspection fees for small scale solar systems.
For households, the result is dramatic: plug and play solar systems no longer need a building permit or an Energy Regulatory Commission certificate at all.

The circular, in plain language
BusinessWorld reports the DOE directed all distribution utilities to remove administrative barriers to installing small scale solar generation systems, including pre-installation clearances, technical permits, and inspection fees.
The department said the move is meant to maximize the inclusion and acceleration of renewable energy at the consumer level, targeting the national goal of 35 percent renewable energy by 2030 and 50 percent by 2040.
The circular covers two types of installations: self-generating facilities with zero export systems, and micro solar systems, the plug and play panels that households can set up on their own.
Zero export systems: fewer requirements
Self-generating facilities with zero export, or SGF ZESS, are solar installations intended purely for your own use, with no electricity exported back to the grid.
Eligible households and businesses still need a building permit from their local government unit, but the circular says a new permit is not required if an existing permit is deemed sufficient.
More importantly, SGF ZESS users no longer need a certificate of compliance from the Energy Regulatory Commission. The ERC keeps its authority over technical and commercial rules, but the per project approval is gone.
Micro solar systems: no permit at all
The biggest win is for micro solar systems, the consumer grade plug and play panels designed for own use.
Users of these systems no longer need to secure a building permit or a certificate of compliance. You buy the panel, plug it in, and you are done with the government.
That is a genuinely huge change in a country where permitting has historically been the slowest part of any solar project.
The safety requirement that comes with it
The DOE did not remove all rules, and the one it kept is important. Every micro solar system must now include an automatic anti islanding disconnection mechanism.
This feature automatically shuts the system down during a power outage, preventing it from feeding electricity back into the grid and potentially shocking utility workers repairing the lines.
It is the same safety standard that professional installations already follow, now required on every plug and play unit.
Protecting buyers from substandard equipment
The DOE is also working with the Bureau of Philippine Standards to add solar system components to the list of products requiring mandatory certification.
The goal is to protect consumers from substandard equipment while avoiding unnecessary regulatory burden, and it addresses a real risk as cheap panels flood the market.
Industry leaders support the streamlining but want consumer protection kept in place. PSSEA chairman Theresa Capellan told BusinessWorld the permitting reform would reduce the cost of doing business, while stressing that mechanisms must ensure homeowners stay protected and safe.
The net metering parallel track
This circular is the second big solar reform in months. In April, the DOE ordered distribution utilities and local governments to fast track net metering applications, cutting processing to around 10 days.
Net metering lets qualified consumers with systems up to 100 kilowatts export excess electricity to the grid in exchange for credits on their monthly bills.
The Philippine Information Agency also reports new perks under net metering: consumers now retain ownership of Renewable Energy Certificates for the electricity they consume, and can sell or trade those certificates for extra income.
Multi site and aggregate net metering was also introduced, letting a business share energy credits across multiple accounts in the same service area.
The numbers so far
As of the end of 2025, the national grid had 21,224 qualified net metering end users with roughly 200 megawatt peak of combined rated capacity. The Philippine Information Agency puts the count at over 21,000 consumers across the Luzon, Visayas, and Mindanao grids as of December 2025.
That number is tiny next to the country’s total generation, which is exactly why the government is pushing this now. Less than one percent of available roof area is estimated to host solar.
Energy Secretary Sharon Garin framed the reforms as faster, simpler, and more responsive approvals so that more households and businesses can lower their electricity bills and strengthen resilience against global energy price shocks.
